i volunteer at central city sro collaborative now and have the last three years. i live at the hotel on -- and have lived there for 9 years. i have been a tenant organizer for the last three years; recently i am the disaster preparedness organizer for central city. for the 22 odd years in sros, one thing that has always bothered me is that people with disabilities and seniors are on every single floor of the hotels. talking about the briefing that local power will give on january 22 about their work on the local build down. i think you have heard in the past hearings that i and others have said what they have developed in a financial model to get the entire power that advocates are asking for. and putting out in the same price by pg & e and by the locals in the first years of the program. but however the exciting new news in the latest stakeholder meeting between local power and sfsgu and advocates. local power after heard from a lot of us, and after saying, listen, what you are putting together is good. but we have an issue that commissioner caen raised, pg & e is going to roll out their green program at a $6 premium. and it's lower than the 10-20. and hearing the comments from us and staff, local power developed a new model based on its previous models. that model will use renewable energy credits at the same level they are used in morion county. and something that environmentalists weren't thrilled about using credits. however local power has worked credits and worked through hetch hetchy power

the other thing is i think there's a catch-22 here. why -- and i know we're talking about the bathrooms today, but why are all these other things so outstanding? there's been a lot of time. i'll have to say this. i'm glad we're working with the s-r-o collaborative and other organizers to deal with this, but they are not a replacement for our inspectors. part of the problem is inspectors have to write these things up. that's the only thing that puts heat on the lessee or the owners. so, i'll say this to the organizers. it's great you guys try to work with the landlords, but don't wait till they don't let you in any more before you call us. that's number one. the other thing is to the department itself, our housing inspectors have to go in any way. i don't think they can only go in after waiting and waiting and waiting for the collaborative to invite them in. because i think that there has to be some regular checkups to these. and that's why things take so long, i think. that's just my gut level feeling. i feel that without the inspector

six years ago a number of representatives from 22 organizations can together to work with the police department to write language access policy. we came together with the desire to improve services for the domestic violence victims and witnesses and family situations. most certainly those concerns and specific cases were at the forefront of putting together this language access policy. within two years,the police commission adopted the language access protocol, department general order 5.20. it is one of the best in the country because it is comprehensive and it gives clear guidance. it requires a san francisco police department officers to provide language access or language services to limited english proficient individuals that they encounter in their law enforcement capability, and requires services if a lap person requires assistance. in san francisco on like many police departments there's over 150 bilingual officers and that is remarkable. if you look across the nation, san francisco is at the forefront at having such a source of bilingual officers. the department general orde

we find that our 100 ramp taxi vehicles that are accessible to wheelchairs are much more in service now than they were when this program was beginning to be enforced at the beginning of this year. and then, finally, not the only thing we're doing but i'm trying to give you a sense of the highlights, we are implementing a color scheme performance standard system whereby if color schemes don't meet certain basic pass/fail requirements and by color schemes i mean the taxi companies, if they don't meet certain pass/fail requirements they will not be able to grow their business by attracting more medallions until such time as they do meet those pass/fail requirements and leaving the pass/fail requirements aside, using a scoring system to rank these companies based on their dispatch success, the level of paratransit performance, the number of complaints and compliments received but it will be very heavily weighted toward dispatch success, not just number of phone calls but based on a per taxi count of how many times people successfully are able to get into that vehicle as a result of a dispat
